European Local Inclusion and Social Action Network
Social Europe is an ongoing ambition, and we are going further and further from the European Union 2020 targets in the field of fighting against poverty and granting citizens’ fundamental rights . With the economic and financial crisis, more than ever Regional, National and European authorities need to invest and modernise their social protection systems in order to provide the most efficient, coordinated and integrated responses to citizens social emergencies.
ACT: Who are we?
Local and Regional stakeholders are strongly involved and responsible for social cohesion in most European member states they have an essential role to play in the building of a Social Europe. ELISAN aims at expressing the voice of local elected representatives of Social Affairs at European level. The network was set up in 2008 at the Committee of the Regions in Brussels and is an NGO enjoying participatory status at the Council of Europe. It is a strong network of municipalities and their public institutions including representatives of other levels of local authorities active in social issues coming from 8 members states thus representing more than 30 million citizens. ELISAN is a place for reflection, analysis, proposals and exchange of experiences. Its members share the common will to promote local social action within the European Institutions.
• participation in debates, responding and contributing to the initiatives taken by European institutions, influencing decision making in all matter concerning social cohesion at local level;
• promotion of the exchange of information, proposals and experiences in social policies at local level;
• stimulation of innovative European partnerships.
IMPACT: Themes on which ELISAN can provide expertise
Social dimention of the European Union: ELISAN works on the theme of Energy Poverty and of the Energy Union in collaboration with the European Economic and Social Committee.
Active Ageing: ELISAN is involved in the launching of several European Awards in collaboration with the Foundation Médéric Alzheimer. The network works also in connection with Age Platform Europe to build age friendly environments.
Social and Health Integration: to improve the quality of life, keep independent living and control the cost of care, the network develops, within the Health Programme of the European Commission, integrated social and health care models.
Poverty/Food Aid: ELISAN monitors with great interest the initiatives linked to the European Fund for the most deprived.
Culture and social integration: thanks to the experience of its members in the European Capital of Culture projects, Elisan aims at using access to culture as a tool to favour growth and integration.
Social investments and innovation: are being investigated specifically for children and youth well-being with the aim of boosting employment, creativity, participation, social integration and active citizenship.
Work life Balance: Great work, including at legislative level, is being done enhancing the importance of family as agent of integration and productive resource for society.
The non-take up of social benefits: means not accessing rights and services to which one could rightfully claim. In collaboration with DrosPaca, (Provence, Alpes, Cote d’Azur) the CCAS of Marseille and ELISAN members are studying the causes, the implications and ways out of the non take-up of social rights and services.
Domestic violence: the network works in collaboration with the international alliance of « Family Justice Centers » to support victims of domestic violence.
